The GICR_PARTIDR characteristics are:
Sets the PARTID and PMG values used for memory accesses by the Redistributor.
This register is present only when GICv3.1 is implemented. Otherwise, direct accesses to GICR_PARTIDR are RES0.
A copy of this register is provided for each Redistributor.
When GICR_TYPER.MPAM==0, this register is RES0.
GICR_PARTIDR is a 32-bit register.
